A Terms of Service agreement is the same thing as a Terms and Conditions or Terms of Use agreement, just with another name. It's a legal agreement between a website or business owner, and the users or customers. At minimum, it discloses what the rules are when using the website, notes any disclaimers, helps limit liability, and retains the owner's right to terminate abusive accounts.
