A paper copy of a Terms and Conditions agreement would not be legally binding if not signed. In the case of websites and mobile apps, the equivalent of a digital signature is getting clear, explicit consent such as with a checkbox. If consent isn't shown through a physical signature or digital showing of consent, the agreement is not legally binding.
