Terms of Use is another name for Terms and Conditions. It's a legal agreement between a business/website owner and the end user. Terms of Use agreements will disclose the rules for using the site or service that the end user must abide by, and what rights the site owner maintains if the rules are violated. Information about limits in legal liability, disclaimers and intellectual property rights and copyright will usually be covered in a standard Terms of Use.
