Data minimization is the act of only collecting data that you absolutely need for legitimate purposes, and not collecting data that is unnecessary or excessive. For example, if you want to send an email newsletter, you don't need to ask for a home address and phone number in addition to an email address. Data minimization principles would say to only collect the email address since you only intend to send out emails.
