A consumer is someone who purchases goods or services with the intention of personally using them. Under the CCPA, a "consumer" is defined as "a natural person who is a California resident." Under the GDPR, the equivalent term is "data subject" which is defined as "a natural person about whom a controller holds personal data and who can be identified, directly or indirectly, by reference to that personal data."
